New Browser “Project Spartan” as the default browser has been added

1. We Can now draw on web-pages
2. Comments can be added to web-pages (like Microsoft Office)
3. Reading Mode build-in for desktops
4. Reading List is build-in
5. Cortana is build-in
6. Internet Explorer is no longer a default pinned item on the taskbar
7.  "Project Spartan"'s globe icon as default pinned item on the taskbar
